Certificate of Need

The Certificate of Need (CON) program was established in 1972, and regulates the development of necessary healthcare services in Michigan. The CON Annual Survey, introduced in 2004 by SEMHA, collects data from approved facilities to monitor compliance with review standards. Utilization Reports are then created based on the survey data to ensure facility compliance.
